ENTRY RULES & REGULATIONS - 2006 Seoul Film Festival(SeNef)
Regulations for submission to Seoul Film Festival
8 September - 17 September 2006
Deadline: July 31, 2006

1. GENERAL

Seoul Film festival (a.k.a. SeNef) is officially recognized into two affiliated festivals. The 7th Seoul Film festival will be held at the venues such as theater and gallery with screenings, exhibitions, and other special events from September 8 to 17, 2006. The 7th Seoul Net festival for Online will be held via official website of SeNef(www.senef.net) from May 15 to September 17, 2006

Seoul Film Festival is organized by the Seoul Moving Image Forum.

The festival aims to convey the message that contemporary cinema will grow on every layer with increasing success on the culture of the moving image - outside the cinema. We devote to the contemporary artists and filmmakers whose works are positioned on Moving Image or Cinema as art, as well as their multi- and cross disciplinary interests, and encourage the awareness and promotion of all aspects of contemporary cinema as art and technology

Submission to the Seoul Film Festival is open to feature films, creative documentaries, experimental films, short films and all installation or new media works(CD-ROM, internet or digital technology) related to the moving image, interactive processes and digital media completed after January 1, 2005. There is no entry free.

Film formats, video systems and other media carriers that can be presented during the festival are: HD, 35mm, 16mm, Betacam SP (NTSC), Digital Betacam (NTSC), DVcam (PAL or NTSC), DVD; presentation of other formats and video systems requires the authorization of the Festival

Eligible for feature film must be at least 50 minutes in length and short film must be less than 50 minutes in length. The emphasis is on breaking down the barriers between fiction, documentary, experimental, and animation. The festival embraces all moving images, from traditional and electronic media(film and video) to digital technology and other new visual forms.

Priority will be given to films receiving their world or international premiere at the SeNef; films that have already been shown in South Korea are not admitted (with the exception of Korean films submitted to section for Korean films).

The films officially screened at the SeNef 2006 will be chosen under the final judgement of the festival programmers.


2. FESTIVAL PROGRAMMES
The program of the Seoul Film Festival includes the following sections:

2.1 International Feature Film Competition
An international section of feature-length works regardless of genre (feature film, documentary, experimental, and animation) and medium (film, digital, and mixed media). This section is dedicated to works which can question aesthetical and existential premises and present possibilities of future cinema, and ones which can extend director¡¯s insight to viewpoint to world in which we live.

2.2 National Feature Film Competition
The first feature film competition section for only domestic films which explore the potential possibilities to Korean cinema regardless of genre and medium. This section places a special emphasis on presenting a new generation of Korean filmmakers who appear in their first feature film.

2.3 Digital Express
This section is dedicated to digital cinema, from short/feature-length works created on digital media or using digital media techniques. This is composed of two categories: Korean film¡¯s digital showcase which reflects on its aspects of Korean digital filmmaking, and Digital Cinema choice which shows representative digital cinema from around the world.

2.4 Over the Cinema
Official non-competition section for directors whose works have contributed to film history or Moving Image history and for new currents of contemporary world cinema. This section is now open to works and projects dealing with traditional and future forms of the moving image regardless any kinds of format.

2.5 Manifesta
Special program dedicated to Maestro who is exploring formal characteristics of cinema in history of cinema. It will catalyze new aesthetics of moving image as contemporary and frontiers.

2.6 Imagedoc: cinema electronique, video art, digital image
Special program for presenting various forms for sound and moving image, from experimental films to contemporary artists¡¯ film and video works. This section is an interdisciplinary program mingled with cinema electronic, video art, and digital image.

2.7 Asia in Focus
Asia network program for presenting an Asian cinema today selected by Asian critics and festival programmers.

2.8 SeNefian Midnight
Midnight program for young vivid audiences with shocking and visceral films, along with screenings-in-club of music videos, documentary/feature for pop music, VJ imagery with DJ performance. (¡®Jukebox Midnight)

2.9 Samsung Media Lounge
Exhibition program in art gallery which presents technologically expanded cinema with increasing success on the Moving Image as art and Time-based media. This section will show on multi layers from cinematic installations to interactive media art.


3. JURIES AND AWARDS

3.1 International Feature Film Competition
The festival committee will appoint a jury made of at least 3 personalities from the world of cinema and culture in various countries. During the festival an international jury selects two winners who will be awarded the following prizes:

- SeNefia Grand Prix: 6000 USD
- Jury¡¯s Special Award: Supplementary prize

The International Feature Film Competition is composed of some twelve works which are eligible for feature length film, 50 minutes or longer. Selected films except Korean films should have its world, international, Asian or Korean premiere in SeNef. After accepting the invitation to participate in the competition the film cannot be withdrawn.

3.2 National Feature Film Competition
The members of jury will be appointed to at lease 3 personalities from Korean film industry and culture. One of executive committee of the festival will be included. This domestic competition is composed of some ten works appeared in their first feature films. During the festival a national jury selects a winner who will be granted a first cut award.

- First Cut Award: 5000 USD

3.3
Participants have to submit all materials and other conditions for public screenings. They are urged to make available all requested publicity material for promotion.


4. SUBMISSION DEADLINES AND MATERIALS

4.1
The submission deadline for selection purposes, which means the deadline for the Festival's office to receive the required submission materials, are: July 31, 2006 for Seoul Film festival. The Festival is not obliged to view late entries.

4.2
All submissions, documentation materials and videos must be sent - fully prepaid by sender - to: Please mention "without commercial value, for cultural purposes only" and mark "No value", or not more than "10 USD"

4.3
The applicant is requested to send:
- A completed, and duly signed entry form
- One VHS (PAL or NTSC) video cassette or DVD of the film; your cassette/DVD must be labelled with the title, director's name, length, format, subtitling (if any); please indicate if the submission is a rough cut, or work in progress. Print submissions should be authorized by the Festival, for which separate arrangements should be made.
- Synopsis of the film (in English)
- A statement of the director on the film
- Biography and filmography of the director
- Full cast and credits list
- One or more stills from the film
- Poster, and/or Press booklet and Soundtrack (if available)

None of the above listed submission enclosures will be returned

5. SELECTED FILMS

5. 1 Catalogue and publicity
5. 1. 1
In order to compile the Festival Catalogue, for each selected film the Festival must receive a duly completed entry form including detailed documentation as follows:
- full list of artistic and technical credits
- complete list of dialogues in original language and English
- synopsis of the film
- biography and filmography of the director
- stills from the film(digital picture, 10cmx15cm more than 300dpi jpg)
- recent photograph of the director(digital picture, 10cmx15cm more than 300dpi jpg)
- any other promotional material(poster, brochure, press-kit)
The requested materials should be sent/submitted as soon as possible upon acceptance of the invitation, but no later than July 31, 2006. The Festival accepts no liability in the event that its publications reproduce inaccuracies in submitted materials.

5.1.2
Catalogue writings are entirely at the discretion of the Festival.

5.1.3
In principle the Catalogue will include the following technical and artistic credits: original title, international title, country or countries of production, year of production, premiere status, format, length, director, production company, producer, sales company, print source, screenplay, camera, editing, art direction, sound, music and leading actors. Participants whose films are selected have obligation to submit all information on them to programming department of the Festival.

5.1.4
In principle the Catalogue will include the following technical and artistic credits: original title, international title, country or countries of production, year of production, premiere status, format, length, director, production company, producer, sales company, print source, screenplay, camera, editing, art direction, sound, music and leading actors. Participants whose films are selected have obligation to submit all information on them to programming department of the Festival.

5.2.Screening
5.2.1

Selected films will be screened in their original version and format. In principle, if not with English dialogues, films must be subtitled in English. Selected films can be subtitled in Korean using an electronic subtitling system.

5.2.2.
For making Korean subtitles and translation, a dialogue list in the original language and in English (with time codes), and a VHS tape or DVD copy of its subtitled original version must be made available.


6.Shipment OF THE PRINTS / VIDEOCASSETTES
6.1 Film prints and other screening materials must arrive at the Festival’s main office no later than August 15, 2006 as followed address:

with the following customs declaration: "Of no commercial value, for cultural purposes only".

6.2
For customs clearance purposes, the print/video must accompany the following documents: pro-forma invoice, packing list and proper forwarding papers stating the title, number of reels and length of film in meters for each film must always be stated on all the above-mentioned documents. Indicate also if the film is in black-and-white or color, and if it is subtitled.

6.3
The sender must send notification of shipment by fax or e-mail to the Festival office, indicating the film's title, number of reels, as well as the date and forwarding information (AWB-No).

6.4
The Festival will be responsible for the round-way shipping cost only in the case where the shipment has been made through the official courier service designated by the Festival, excluding any additional costs for tax and custom clearance in country of return. If the participant does not wish to use the designated courier service, the sender is liable for all costs of transportation and customs clearance for both outward and return shipment.

6.5
All prints will be returned within three weeks after the Festival. It's the responsibility of each participant to inform the festival in due time on (any change in) details of the return address as well as the desired date of arrival at the return address. In case of the print is shipped to or from other festivals, the Festival will follow the standard practice of cost sharing. Generally, the Festival will pay the inbound of print from one festival whose date is prior to us, while will not be responsible for outbound of print from us to another festival whose date is posterior to us. In case the print should be returned to a different address, the print of master material provider must inform the festival about the desired return address and date by sending a shipping instruction invoice by no later than August 15, 2005.

6.6
The Festival will assume insurance responsibility from the moment of their arrival in Korea to the moment of their return shipment, against any loss or damage that may occur.

6.7
For damage or loss incurred during the festival, the liability of the Festival is limited to reimbursement for the production costs of a new print or replacing the damaged reel(s) based on the current laboratory rates for ordering a standard print.


6.8
Damage to the film print must be reported to the Festival in writing within a month after return and prior to any following screening. Any claims will be judged by the reported state of the print. The insurance does not cover any damage during normal screening use.


7. COPIES FOR THE ARCHIVE×
7.1
All selected works, including those selected with the approval of the copyright holder, will be kept at the SeNef Archive after being subtitled in Korean purely only for research and educational purposes. In case of refusal to adhere to this regulation, the videotape will be returned to the participant.

7.2
In case the videotapes are lost due to careless management, the Executive Committee will be liable for any damage.

7.3
The Festival welcomes any donation of the participating works and additional related visual materials. These donated materials will be permanently kept at the SeNef Archive and used for non-profit educational and research purposes.

8. GENERAL REGULATIONS
8.1
All regulations mentioned above will hold good after the approval of the Executive Committee of the Festival.

8.2
The Producer, Director and Distributor, or other party who submit the films to the Festival must guarantee their legal authorization and respect for the present regulations.

8.3
The Executive Committee of the Festival reserves the right to decide upon the matters not discussed in the above regulations
