Mobile&DMB Fest 2006 Regulations

¡Û Organization and Aim
Mobile&DMB Fest is hosted by Seoul Moving Image Forum and presented by Seoul Film Festival Executive Committee (hereafter the Executive Committee). Based on the new media such as digital cinema, mobile and DMB, Mobile&DMB Fest is leading a movement for the future cinema and moving image art.

¡Û Dates
Mobile&DMB Fest 2006 will take place from September 8 until September 30, 2006 : Competition Section and Out-of-Competition Section

¡Û Venue
The official venue is Mobile and DMB (broadcasting channel to be confirmed). And for promotional purpose, selected works can be shown on SeNef website and Media Lounge, supporting organizations¡¯ and sponsors¡¯ websites as well as portal sites.

¡Û Eligibility
1. For the competition section, only works completed after January 2005 may be submitted to the festival.
2. Submissions should be creative works produced or adopted through digital technology. There will be no restrictions regarding the genre or subject matter of the work and all types of works, including fiction, documentary, experimental, music video, animation, motion graphic, flash animation, game, web-art, etc. will be accepted.
3. Running time of the work should be under 20 minutes.

¡Û Submission Deadline
All the submission materials should be arrived at the festival office before Friday, July 28, 2006. There is no application fee.

¡Û Materials for Submission
1. The following materials should be included with the submission sent to the Executive Committee :
¨ç Completed application form (can be downloaded from www.senef.net)
¨è 1 still picture and 1 photo of director (more than 300 dpi, JPG file)
¨é Preview material in one of the following formats: VHS-Tape, DV 6mm, DVD, CD, File-Transferring or URL address for preview

2. Submitted materials will be returned only by the request before September 30, 2006 and the postage should be prepaid by the applicant.

¡Û Confirmation of the Application
As soon as the submission materials are arrived at the festival office, the application will be confirmed by e-mail. The finalists will be announced at www.senef.nef and the official press conference before August 8, 2006.

¡Û Selection & Screening
1. A selection committee consisting of professionals will have the responsibility and authority to select the works to be screened at the festival. If necessary, the Executive Committee may also engage the services of a local program coordinators or program advisors.
2. Submitters are expected to fully cooperate with the Executive Committee when the work is needed for various aspects of preparation for the festival.

¡Û Master Source for the Screening
If not with English dialogues, Master Source should be subtitled in English and should be sent before August 21, 2006 in one of the following formats :
1. DV 6mm
2. DVD
3. CD or File-Transferring (Resolution should be more than 640 * 480)

Mobile&DMB Screening
The cost for mobile and DMB screening will be incurred by the Executive Committee.
Program
Mobile&DMB Fest is composed of Competition Section and Out-of-Competition Section :

1. Competition Section : Mobile Express
This is the main section of Mobile&DMB Fest and consists of international and domestic works which present new esthetical models of mobile and DMB.

2. Out-of-Competition Section : Perspective < m
This is a non-competitive section of specially invited works by artist, creative group or theme.

¡Û Award
Films in the competition section are eligible to win the following awards :

¡Û Mobile Express Grand-Prix
Awarded to the most acclaimed work for its best quality in the competition section Mobile Express (Prize money : 1000 USD)

¡Û Special Prize of Jury
Awarded to the 2 outstanding works presenting new models of esthetics in the aspect of form and utilization of media (Extra Prize)

¡Û Jury
1. The jury for Mobile Express will be composed of more than 3 jurors.
2. Meeting of the jury is not open to the public and the jury will make jointly a final announcement for the result.

¡Û Publicity
The Executive Committee will be permitted to use the selected works partially or entirely to publicize the festival.

¡Û Shipping
1. The Executive Committee will incur the cost of shipping the master source of the work officially selected, but only when the shipper officially designated by the Executive Committee is used.
2. As soon as the master source of the work has been sent, the Airway Bill Number and the Format of the master source should be informed to the Executive Committee.
3. The shipping package should be notified on the envelope as following : ¡°Only for Cultural Use¡± and ¡°No Commercial Value¡±. And the value of the package should be declared under 10 Euros or 10 USD.

¡Û Insurance & Compensation
1. The officially designated transporter must be insured for liability covering the delivery of the master source to and from the Executive Committee.
2. If the master source is lost or damaged over the duration of the Festival, the Executive Committee will compensate the producers or distributors of the work for the amount of the cost of producing a new copy. If the master source was subtitled, the cost of subtitling will also be included in the compensation.

¡Û SeNef Archive and After the Festival
1. All selected works, including those selected with the approval of the copyright holder, will be kept at the SeNef Archive after being subtitled in Korean purely only for research and educational purposes. In case of refusal to adhere to this regulation, the materials will be returned to the participant.
2. In case the materials are lost due to careless management, the Executive Committee will be liable for any damage.
3. After the Festival, works featured at the festival can be included in SeNef Touring programs, SeNef DVD releases and educational programs at the SeNef Archive, provided that artists or distributors of the works permit screening.
4. The Festival welcomes any donation of the participating works and additional related visual materials. These donated materials will be permanently kept at the SeNef Archive and used for non-profit educational and research purposes.

¡Û Agreement
By submitting the signed application form, the director, local distributor, agent, producer or other such copyright holder or agent of the submitted work agrees to the above stated regulations.

¡Û Other
The Executive Committee has the right to make decisions regarding all other matters not specifically stated in the above regulations, including cases that are exceptions to the regulations and performs its sincere duty to protect the art works and the artists¡¯ right.
