1. GENERAL

1.1
The 8th Seoul International Film festival launches with screenings at venues including theaters and galleries, and features online as well as mobile presentation, exhibitions, and other special events from September 6 to 16 2007. In addition, Seoul International Film Festival will be a platform to explore new frontiers in future media, which will be harmonized both in theaters and online.

Seoul Film Festival is organized by the Seoul Moving Image Forum.

The festival aims to convey the message that contemporary cinema will grow with increasing success on every layer, both in the culture of the moving image and outside the realm of the cinema. We are devoted to the contemporary artists and filmmakers whose works are positioned within cinema as art, as well as their multi- and cross-disciplinary interests, and encourage the awareness and promotion of all aspects of contemporary cinema as art and technology.

Submission to the Seoul Film Festival is open to feature films, creative documentaries, experimental films, short films and all installation or new media works (CD-ROM, internet or digital technology) related to the moving image, interactive processes and digital media completed after January 1, 2006. There is no entry fee.

Film formats, video systems and other media carriers that can be presented during the festival are : HD, 35mm, 16mm, Betacam SP (NTSC), Digital Betacam (NTSC), DVcam (PAL or NTSC), DVD ; presentation of other formats and video systems requires the authorization of the Festival.

To qualify as a feature film a work must be at least 50 minutes in length while short films must be less than 50 minutes in length. The emphasis is on breaking down the barriers between fiction, documentary, experimental, and animation. The festival embraces all moving images, from traditional and electronic media (film and video) to digital technology and other new visual forms.

Priority will be given to films receiving their world or international premiere at the Seoul International Film Festival; films that have already been shown in South Korea are not admitted (with the exception of Korean films submitted to the section for Korean films).

1.8
The films officially screened at the Seoul International Film Festival 2007 will be chosen under the final judgment of the festival programmers.

1.9
Works that are already promised to the festival will not cancel their supposed screening in the Seoul International Film Festival.


2. FESTIVAL PROGRAMMES
The program of the Seoul Film Festival includes the following sections:

2.1 International Feature Film Competition (SeNefia 07)
An international section of feature-length works regardless of genre (feature film, documentary, experimental, and animation) and medium (film, digital, and mixed media). This section is dedicated to works that question aesthetical and existential premises and present possibilities of future cinema, as well as those that extend a director's insight on a particular viewpoint about the world in which we live.

2.2 National Feature Film Competition (First Cut)
The first feature film competition section is for only domestic films that explore the potential possibilities of Korean cinema, regardless of genre and medium. This section places a special emphasis on presenting a new generation of Korean filmmakers who appear in their first feature film.

2.3 HD Choice
This section is dedicated to HD cinema, with an emphasis on its relation to traditional film-based cinema. It will explore the frontier of digital cinema and new ways of capturing reality with cutting-edge digital technology. In addition, this section is to have a scholastic forum and demonstration of HD cinema linked with a seminar on techniques.

2.4 Over the Cinema
Official non-competition section is for directors whose works have contributed to film history or moving image history and for new currents of contemporary world cinema. This section is now open to works and projects dealing with traditional and future forms of the moving image regardless of format.

2.5 Cinema by Producer
Seoul International Film Festival 2007 will re-illuminate the unique contributions of a producer that allowed a director to explore their unorthodox vision of cinema. We will introduce cinema by a producer whose vision, coupled with the director's artistic ideas, served to work an important function in film history.

2.6 Imagedoc : cinema electronique, video art, digital image and documentary
This special program presents various forms for sound and moving image, from experimental films to contemporary artists' film and video works. This section is an interdisciplinary program mixing cinema electronicique, video art, and digital image.

2.7 Asia in Focus
The Asia network program presents Asian cinema today as selected by Asian critics and festival programmers.

2.8 SeNefian Midnight
A program for young audiences featuring a feast of shocking and visceral films, SeNefian Midnight is composed of cinema to stimulate and provoke and will be screening at midnight regardless of genre and form.

2.9 Net Section
Seoul International Film Festival utilizes online and mobile technologies as they become important new platforms for screening, merging on and off-line simultaneously. Regarding Net section, refer to the Net section rules and regulations.

2.10 Samsung Media Lounge
Exhibition program presenting technologically expanded cinema that seeks to fully realize the Moving Image as art and time-based media. This section will show on multiple layers, from cinematic installations to interactive media art. Especially, this place for intermixed platforms is to be characteristic of Seoul International Film Festival, aiming to create new dimensional art related to the moving image.


3. JURIES AND AWARDS

3.1 International Feature Film Competition
The festival committee will appoint a jury made of at least 3 personalities from the world of cinema and culture in various countries. During the festival an international jury selects two winners who will be awarded the following prizes :
- SeNefia Grand Prix : 7000 USD
- Jury's Special Award : Supplementary prize

The International Feature Film Competition is composed of some 10 works that meet eligibility requirements for feature length film, being 50 minutes or longer. Selected films - except Korean films - should have their world, international, Asian or Korean premiere in Seoul International Film Festival. After accepting the invitation to participate in the competition the film cannot be withdrawn.

3.2 National Feature Film Competition
The members of the jury will consist of at lease 3 personalities from the Korean film industry and culture. One member of the executive committee of the festival will be included. This domestic competition is composed of some ten works that are their directors' first feature-length film. During the festival a national jury selects a winner who will be granted a first cut award.
- First Cut Award : 5 million KRW

3.3
Participants have to submit all materials and meet other conditions for public screenings. They are urged to make available all requested publicity material for promotion.


4. SUBMISSION DEADLINES AND MATERIALS

4.1
The submission deadline for selection purposes, which means the deadline for the Festival's office to receive the required submission materials, is July 13, 2007 for the Seoul Film festival. The Festival is not obliged to view late entries.

4.2
All submissions, documentation materials and videos must be sent - fully prepaid by sender - to : Please mention "without commercial value, for cultural purposes only" and mark "No value", or not more than "10 USD"

4.3 Required Documentation for submission
- Synopsis of the film
- A statement of the director on the film
- Biography and filmography of the artist / director
- Complete script in English as well as original language (.doc)
- Full cast and credits list
- 5 or more stills from the Film (Digital picture 10cm*15cm more than 300dpi in jpg)
- Recent photographs of Director (Digital picture 10cm*15cm more than 300dpi in jpg)
- Poster and Press booklet and Soundtrack
- A complete and duly signed entry form
- One DVE (PAL or NTSC) or VHS (PAL or NTSC) video cassette of the film;

your cassette/DVD must be labeled with the title, director's name, length, format, subtitling (if any) ; please indicate if the submission is a rough cut, or work in progress. Print submissions should be authorized by the Festival, for which separate arrangements should be made.

None of the above listed submission enclosures will be returned.


5. SELECTED FILMS

5. 1 Catalogue and publicity
5. 1. 1
In order to compile the Festival Catalogue, for each selected film the Festival must receive a duly completed entry form including detailed documentation as follows:

- Full list of artistic and technical credits
- Complete list of dialogues in original language and English
- Synopsis of the film
- Biography and filmography of the director
- 5 more stills from the film (digital picture, 10cmx15cm more than 300dpi jpg)
- Recent photograph of the director (digital picture, 10cmx15cm more than 300dpi jpg)
- Any other promotional material (poster, brochure, press-kit)

The requested materials should be sent / submitted as soon as possible upon acceptance of the invitation, but no later than July 13, 2007. The Festival accepts no liability in the event that its publications reproduce inaccuracies in submitted materials.

5. 1. 2
Catalogue writings are entirely at the discretion of the Festival.

5.1.3
In principle the Catalogue will include the following technical and artistic credits : original title, international title, country or countries of production, year of production, premiere status, format, length, director, production company, producer, sales company, print source, screenplay, camera, editing, art direction, sound, music and leading actors. Participants whose films are selected have an obligation to submit all information on them to the programming department of the Festival.

5.1.4
The owners of films participating in the Festival should send the press material for distribution to the press and Festival guests.

5.2.
5.2.1 Screening
Selected films will be screened in their original version and format in principle with English subtitle as well and Korean subtitle. If not with English dialogue, films must be subtitled in English necessarily. Selected films can be subtitled in Korean using an electronic subtitling system.

5.2.2.
For making Korean subtitles and translation, a dialogue list in the original language and in English (with time codes), and a VHS tape or DVD copy of its subtitled original version must be available.


6. Shipment OF THE PRINTS / VIDEOCASSETTES

6.1
Film prints and other screening materials must arrive at the Festival’s main office no later than August 10, 2007 at the following address:

With the following customs declaration : "Of no commercial value, for cultural purposes only".

6.2
For customs clearance purposes, the print / video must accompany the following documents : pro-forma invoice, packing list and proper forwarding papers stating the title, number of reels and length of film in meters for each film must always be stated on all the above-mentioned documents. Indicate also if the film is in black-and-white or color, and if it is subtitled.

6.3
The sender must send notification of shipment by fax or e-mail to the Festival office, indicating the film's title, number of reels, as well as the date and forwarding information (Air Way Bill - No).

6.4
The Festival will be responsible for the round-way shipping cost only in the case where the shipment has been made through the official courier service designated by the Festival, excluding any additional costs for tax and custom clearance in country of return. If the participant does not wish to use the designated courier service, the sender is liable for all costs of transportation and customs clearance for both outward and return shipment.

6.5
All prints will be returned within three weeks after the Festival. It's the responsibility of each participant to inform the festival in due time on (any change in) details of the return address as well as the desired date of arrival at the return address. In case of the print being shipped to or from other festivals, the Festival will follow the standard practice of cost sharing. Generally, the Festival will pay the inbound of a print from one festival whose date is prior to us, while it will not be responsible for outbound of a print from us to another festival whose date is posterior to us. In case the print should be returned to a different address, the print of master material provider must inform the festival about the desired return address and date by sending a shipping instruction invoice no later than August 14, 2005.

6.6
The Festival will assume insurance responsibility from the moment of their arrival in Korea to the moment of their return shipment, against any loss or damage that may occur.

6.7
For damage or loss incurred during the festival, the liability of the Festival is limited to reimbursement for the production costs of a new print or replacing the damaged reel(s) based on the current laboratory rates for ordering a standard print.

6.8 Damage to the film print must be reported to the Festival in writing within a month after return and prior to any following screening. Any claims will be judged by the reported state of the print. The insurance does not cover any damage during normal screening use.


7. Copies for the archive

7.1 All selected works, including those selected with the approval of the copyright holder, will be kept at the Seoul International Film Festival Archive after being subtitled in Korean solely for research and educational purposes. In case of refusal to adhere to this regulation, the videotape will be returned to the participant.

7.2 In case the videotapes are lost due to careless management, the Executive Committee will be liable for any damage.

7.3 The Festival welcomes any donation of the participating works and additional related visual materials. These donated materials will be permanently kept at the Seoul International Film Festival Archive and used for non-profit educational and research purposes.


8. General Regulations

8.1
All regulations mentioned above will hold goods after the approval of the Executive Committee of the Festival.

8.2
The Producer, Director and Distributor, or other party who submits the films to the Festival, must guarantee their legal authorization and respect for the present regulations.

8.3
The Executive Committee of the Festival reserves the right to decide upon the matters not discussed in the above regulations.
